Sorry you're stuck but there's almost always a pretty easy fix! Do NOT try to start all over again, eg. uninstall Max's Pitch Package, etc. That can make things worse.
Before you post make sure you check the Help FAQ for an instant solution first. Then, if you can't find it there, you can post your problem here and we'll get to it ASAP (within 24 hours), but be sure you:

explain the problem clearly
I cannot complete this part because on step 60, when I click new resource, the popup does not give me any options.(As seen Below). I have tried redoing these steps multiple times and nothing seems to work. This is the only thing holding me back from finishing this simulation and getting a %100 on it.
That looks like some kind of browser issue that's not letting SF work properly, eg an add blocker extension or cookie security restriction of some kind. Try downloading a new browser like Firefox and using it "fresh" without adding any extensions, etc but DO set the settings given at the top of the Lab 1a cover sheet.
