in lab1b, step 22, when I was changing my locale in my profile setting- language and time zone. it is showing error all the time when I want to change the locale to English(United States)
And I was trying to reach support help, the website cannot work at this time...

Yes, this error is covered in the Help FAQ where you can get instant answers 24/7. But I can tell you what it says - it is ok to skip this step IF you followed Max's instructions to give United States as your country when you were first getting your Salesforce account (even if you're in Canada). Then the English-United States is already set in your settings and you don't need to change it so you can go on to the next step.
